Description
Harris County Toll Road Authority is soliciting a contractor to provide preventative cleaning and maintenance services for approximately 21 information-technology data rooms, server rooms, network closets, and related spaces totaling about 10,765 square feet across Harris County. Services include scheduled monthly and annual cleaning; HEPA-filtered dust removal; raised-floor and subfloor cleaning; vacuuming, spot cleaning, damp mopping with anti-static cleaners, floor rejuvenation, HVAC-vent cleaning, waste removal, and other data-center-appropriate maintenance. The contractor must furnish all labor, supervision, equipment, tools, materials, transportation, and related services, and respond to unscheduled cleaning requests within 48 hours with a callback within one hour. The initial term begins on or about November 19, 2026, and continues for one year, with four potential one-year renewal options subject to County approval and CPI-based price adjustments capped at 4% or a lower negotiated amount. The contractor must provide at least three years of relevant experience, references and supporting documentation, a local account manager, 24/7 after-hours contact coverage, background checks for personnel, daily work reports, and usage reports. Subcontracting is permitted with prior written County approval; a 100% payment bond is required if subcontractors are used. The bid package also requires insurance, minimum-wage certification, M/WBE utilization materials, tax-residence certification, Form 1295, bid acknowledgement, pricing sheets, and references.
