Description

The U.S. Department of Agriculture's Natural Resources Conservation Service is seeking one contractor to perform an initial statewide Areawide Market Analysis for Mississippi lands enrolled in the Agricultural Conservation Easement Program—Wetland Reserve Easement component. The contractor must analyze fair market values on a per-acre basis for NRCS-designated market areas and land-use categories, using comparable rural and agricultural property sales, active listings, market research, and USPAP-compliant appraisal methods. The scope includes draft and final reports, supporting documentation, unlocked sales-data spreadsheets, geographic data for comparable sales, meetings with NRCS, and remote training participation. The contract includes the initial analysis plus annual recertifications or amendments for up to four additional years. Amendment 0001 confirms that personal inspection of every comparable sale is not required; comparable sales may be inspected and analyzed using county tax and GIS records, aerial photography, Google Earth/Maps, and other reliable data sources.
