Description
The Northern Integrated Supply Project Water Activity Enterprise is seeking qualified consultants for Phase 1, or pre-build, planning for the Poudre Operations for Water, Diversions, Exchanges, and Reservoirs (POWDER) model. The selected consultant will review model requirements; document Poudre River infrastructure, existing models, and water-rights administration; identify required input data, potential sources, and data gaps; and develop a conceptual RiverWare framework, procedures, and roadmap for subsequent model development. The work includes requirements analysis, technical memoranda, infrastructure and water-rights documentation, data-gap assessment, workshops and coordination, a framework diagram or flowchart, conceptual RiverWare objects and rules, calibration and validation considerations, and a planning-level Phase 2 implementation approach. Proposals must address qualifications and experience, project team, approach, schedule, references, cost, and contractual terms, and must include the completed Cost Proposal, Proposal Contact Information and Acknowledgment, and Acknowledgment of NISP Enterprise Contract forms. The proposal is limited to 25 pages, excluding specified items and individual resumes, and must be submitted as one electronic PDF.
