Description
SEDA-Council of Governments is establishing and maintaining a qualified contractor list for its Weatherization Assistance Program. Requested services include residential electrical work, plumbing, HVAC and heating-system repair or replacement, geothermal work, radon mitigation, mold removal, asbestos testing and abatement, drywall and general contracting repairs, and roofing repairs or replacements in program-eligible homes. Contractors must submit hourly labor rates and perform work in accordance with applicable codes, program standards, permits, inspections, and SEDA-COG quality-control requirements. The resulting contract term is one year, from November 1, 2026, through October 31, 2027, with no guarantee of work. Applicants must submit the Subcontractor Information Form and an executed Subcontractor Service Agreement, along with required licenses, certifications, insurance documentation, and bonding information. Commercial general liability insurance is required at specified limits, with SEDA-COG named as certificate holder and additional insured. Contractors must provide estimates, testing, photographs, documentation, and detailed invoices, and must complete required work and invoicing within 30 days of a job award unless an extension is approved.
