Description
The Pennsylvania Public Utility Commission, through its Bureau of Technical Utility Services, seeks an independent Resource Adequacy Consultant to evaluate electric load forecasts, generation resources, retirements, additions, capacity expansion, energy transfers, and capacity and energy market prices across Pennsylvania and the PJM Interconnection. The work includes twenty-year forecasts, annual reports, evaluation of electric distribution company and PJM forecasting methodologies, review of large-load adjustments and customer agreements, and support for PJM Load Analysis Subcommittee meetings. The contractor must provide monthly progress reports and meetings, annual technical reports, expert analytical and potential expert-witness support, and secure records retention for at least ten years. The contract is a three-year fixed-term, not-to-exceed, fee-for-service contract with two optional one-year renewals. The prime contractor must perform at least 50% of the total contract value, and subcontracting or outsourcing requires Commission approval. Proposals require separate technical, cost, SDB, and VBE submissions, with SDB and VBE participation goals of 18% and 3%, respectively.
