Description
The City of Harrisburg is soliciting bids for snow removal and deicing services at approximately 295–315 city-owned and Harrisburg Redevelopment Authority lots within the city limits. Each weather-event service must clear snow and ice from sidewalks and ADA ramps within 24 hours after accumulation exceeding one inch, and must apply rock salt, deicer, or calcium chloride to prevent icing. Pre-treatment is required for forecasted events that do not reach one inch of accumulation, subject to the stated temperature exception. The contractor must provide all labor, tools, equipment, and supplies, including at least three snow blowers, shovels, and a commercial utility truck. Required bid materials include a written scope narrative, equipment list, pricing schedule, non-collusion affidavit, insurance certificate, legal disclosure, government-contract list, subcontractor information where applicable, and relevant M/W/DBE certifications. The contract is expected to run from approximately November 15, 2026, through April 30, 2027, with three annual extension options. The solicitation requires a minimum of three prior similar service contracts, at least 75% self-performance, and electronic submission through PennBid.
