Description
The Cape Fear Public Utility Authority (CFPUA) is soliciting Statements of Qualifications (SOQ) for a comprehensive valve exercising and maintenance program. This initiative aims to extend the life of water distribution system assets, reduce long-term operational costs, assess asset conditions, and enhance CFPUA's geospatial information management repository. The program includes evaluating and improving valve operability through hands-on field activities, documenting findings for integration into CFPUA's GIS systems, and performing discretionary infrastructure repair activities. A key component is providing a web-based project management dashboard for CFPUA to monitor program progress and asset assessment metrics in real-time. The scope of services involves locating, identifying, assessing, inspecting, exercising, performing minor repairs, and recording mapping-grade GPS data for valves. The contractor will be responsible for managing the project, ensuring field personnel are qualified and identified, and coordinating with CFPUA's unidirectional flushing program. Equipment requirements include specific GPS instruments, valve exercising tools, and data management software. The contractor will also be responsible for site management, safety protocols, and obtaining necessary permits. Deliverables include monthly data delivery in an ArcGIS compliant format and a web-based application for real-time program metrics.
