Description
This is a Sources Sought notice for Range Maintenance and Repair Support Services. The Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is looking for potential offerors, specifically HUBZone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses, Economically Disadvantaged Women-Owned Small Businesses, or other Small Businesses with relevant qualifications. The scope of work includes providing labor, supervision, management, tools, materials, equipment, transportation, and incidental engineering for general repairs to keep ranges and training areas in usable condition. Tasks include carpentry, welding, masonry, electrical, painting, heavy equipment operations, mechanical maintenance, refurbishing props, and trash/debris removal. Other work may involve fabricating, installing, and repairing metal gates, flag poles, metal barriers, signs, barricades, fencing, ammo breakdown tables, wooden steps, range structures, berms, firing positions, bunkers, retaining walls, and bleachers. Services will be required at approximately 115 live fire ranges and 566 training facilities within a 40-mile radius of Marine Corps Base, Camp Lejeune, North Carolina, encompassing areas like Camp Johnson, Camp Geiger, Marine Corps Air Station-New River, Stone Bay Ranges, Camp Davis, and Outlying Landing Field Oak Grove. Contractors must provide certified technicians with the required skill sets, including commercial Class A CDL licenses, welders' licenses, electricians' licenses, HAZMAT qualifications, OSHA certifications, and valid driver's licenses. The anticipated procurement method is Contracting by Negotiation (FAR Part 15), with an intention to award a Firm Fixed-Price/Non-Recurring contract. The contract structure is expected to be a one-year base period with four twelve-month option years, for a total term not exceeding sixty months. An Option to Extend Services clause may allow for an additional six-month performance period. The North American Industry Classification System (NAICS) Code for this procurement is 561210, with an annual size standard of $47,000,000.00.
