Description
The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) is seeking qualified professional services for utility planning, governance, development, financial modeling, and regulatory analysis. These services will support the CTUIR in evaluating options for establishing a Tribal Utility Authority (TUA). The selected contractor will be responsible for producing several key deliverables, including a TUAGovernanceRoadmap, aRegulatoryOverviewManual, aFinancialOverview (including a financial model and evaluation of financial structure options), anOperationalOverview, and aFinalExecutiveSummaryReport with a PowerPoint Presentation. The project is funded by the U.S. Department of the Interior through the Tribal Energy Development Capacity (TEDC) Grant Program. Proposals must include a detailed Scope of Work, a project schedule (e.g., Gantt chart), and a detailed budget. The evaluation criteria will focus on Statement of Qualifications, Scope of Work, Schedule, Budget, and Tribal Preference.
