Description
Buncombe County is seeking a North Carolina-licensed engineer to provide complete designs, permitting support, and construction project management and certification upon completion for debris removal, streambank stabilization, and restoration at several sites in various county watersheds. The selected firm must provide information needed for permitting, including a no-rise/no-impact study for FEMA’s 100-year flood zone. Required qualifications include experience with streambank and stream restoration, woody and cobble debris removal, Western North Carolina permitting, floodplain studies and administration, NRCS standards and specifications, landowner outreach, and rapid staff mobilization. The submission must include a letter of interest addressing specified experience, education and certifications, project performance, office locations, subcontractor qualifications if applicable, and at least three references for similar Western North Carolina projects. Subcontracting is permitted with County approval.
