Description
The Texas Comptroller of Public Accounts, Statewide Procurement Division, is soliciting vendors for emergency ground support equipment rentals supporting the Texas Division of Emergency Management and other eligible customers. The scope includes forklifts, pallet jacks, generators, light towers, HVAC units, trash pumps, roll-off dumpsters, hand-wash stations, portable toilets, shower facilities, laundry services, propane tanks, delivery, pickup, transportation, maintenance, replacement equipment, and related disaster-relief services. Equipment may be dispatched to one or more locations throughout Texas before, during, or after natural, technological, adversarial, or human-caused incidents. Rental periods may range from four days to six weeks, depending on the emergency, and vendors must support applicable disaster regions, minimum equipment quantities, statewide delivery, and 24-hour service during declared disasters. Responses must include the completed solicitation attachments, VetHUB subcontracting plan, mandatory price sheet, insurance statement of intent, ability-to-perform and past-performance responses, and other materials identified in the solicitation. The proposal narrative is limited to 35 one-sided pages, excluding the mandatory price sheet, subcontracting plan, and Attachments A–E. The initial contract term begins on the effective date in the Notice of Award and expires December 31, 2027, with four renewal options extending through December 31, 2031.
