Description
Ocean County seeks organizations to provide evidence-based substance use prevention and early intervention services funded through opioid settlement proceeds. The scope includes universal or primary prevention programming, outreach and engagement, community education and public awareness, naloxone-related education or distribution, screening and assessment, referral and linkage to appropriate care, collaboration with schools and community partners, and data collection and reporting. Proposed models must be evidence- or research-based, maintain fidelity to the selected model, and address youth and young adults, including individuals at risk of substance use disorder. Services must be available at no out-of-pocket cost to recipients and cannot be provided solely through telehealth; in-person services must be accessible to eligible residents. Proposers must describe their program model, service delivery, staffing, training, implementation plan, performance measures, quality improvement, and budget. The anticipated funding is $180,000, with payment on a fee-for-service basis; general and administrative costs may not exceed 10% of the funding request. The contract term is January 1, 2027, through December 31, 2027, with up to two additional one-year renewal options.
