Description
Harris County seeks a consultant to conduct a housing stabilization and eviction study for its Housing and Community Development Department. The work includes designing the study; analyzing eviction, rental assistance, and housing instability data; assessing existing programs and service gaps; evaluating intervention effectiveness and costs; and developing an implementation framework and investment strategy. The final deliverables include a comprehensive report, executive summary, supporting materials, and stakeholder presentations, with routine progress meetings and reporting. The proposal requests a transmittal letter, a scope-of-services narrative, pricing, experience and qualifications, capacity and resources, organizational information and project methodology, and specified forms, certifications, references, and supporting documentation. The anticipated term is one year beginning approximately January 1, 2027, with four one-year renewal options. The materials contain conflicting term language: another passage states a start around August 1, 2027, continuing one year thereafter, while the detailed contract-term section states an approximate January 1, 2027 start and an end date of December 31, 2028.
