Description
The New York State Office of Information Technology Services is seeking enterprise network operations support staff for its Network Operations Center, data center networks, wide-area and local-area networks, customer agency networks, unified communications environment, and hybrid cloud infrastructure. The scope includes Tier 1–4 network analysts and engineers, site survey engineers, unified communications specialists, a Network Operations Manager, and Tier 1–4 cloud network support personnel. Services include monitoring, troubleshooting, configuration and change management, network and cloud design, equipment installation and relocation, site surveys, documentation, incident resolution, on-call support, and related operational and engineering activities. Most roles are expected to be full-time, with some project-based assignments; site survey roles require approximately two days of travel per week, and all onboarding and training activities are onsite. ITS may permit hybrid or remote work at its discretion under its telecommuting policy. The procurement is a lowest-cost, pass/fail opportunity. Bidders must be authorized to do business in New York, must not be staffing agencies, must serve as the prime contractor, and must demonstrate at least five years of relevant technical-support experience plus three qualifying engagements employing at least 30 staff, including at least one government engagement. The bidder must name one qualified consultant for each job title in the minimum qualifications form; resumes are not required with the bid. The amended solicitation and vendor-question responses clarify that subcontractor employees may perform services while the prime remains fully responsible, that cloud network titles are new, and that the financial evaluation uses the total estimated five-year cost across all 16 titles. Participation goals are 6% SDVOB, 15% MBE, and 15% WBE.
