The City of Tacoma, through Tacoma Power, is seeking one or more consultants to conduct a comprehensive evaluation of its electrical safety program across utility operations and supporting facilities. The work includes document review, approximately 70 in-person stakeholder interviews, on-site walkthroughs and field observations, assessment of organizational structure, staffing, roles and responsibilities, governance, regulatory compliance, work practices, and implementation consistency. The selected consultant(s) must provide a comprehensive baseline analysis, actionable recommendations, and a phased Electrical Safety Program roadmap using a RACI framework. Minimum qualifications include at least five years of relevant electrical safety consulting or program assessment experience, experience with electric utilities or similarly complex organizations, applicable safety-regulation knowledge, qualifying safety credentials, and access to a Washington-licensed Professional Engineer. Proposals are limited to 20 pages excluding required forms and resumes and must address firm qualifications, comparable projects, reporting capabilities, references, fees and hourly rates, key personnel, sustainability, equity in contracting, and contract exceptions. The recommended budget is $100,000, and the work is expected to be completed in less than one year.
