Description
The Department of Veterans Affairs requires a qualified contractor to perform a detailed inspection, cleaning, water analysis, preventive maintenance, and repair services for a 200,000-gallon elevated steel water storage tank at the Manchester VA Medical Center. The contractor must provide all labor, supervision, travel, equipment, materials, disposal, safety measures, and potable-water-dedicated gear. Work includes interior and exterior inspection and cleaning, sediment removal, coating and corrosion assessment, structural and safety-feature inspection, remotely operated vehicle inspection, sanitation, and identification of contamination pathways, in accordance with applicable AWWA, NHDES, EPA, OSHA, and NFPA requirements. The contractor must provide an inspection and engineering report with findings, photographs, repair recommendations, cost estimates, and edited inspection video, then perform authorized maintenance and repairs using an 80-hour labor allowance and a $20,000 materials-and-parts allowance. Technicians must hold the specified safety training, New Hampshire water-system operator credentials, confined-space and fall-protection certifications, coating-assessment and healthcare-environmental-sanitation training, and relevant water-tower inspection experience. The solicitation requires a technical approach, past-performance information, three references or CPARS entries from the past three years, key-personnel qualifications, and safety and compliance plans.
