Description
The City seeks a consultant to operate and manage its first-time homebuyer down payment assistance program, funded through Permanent Local Housing Allocation funds. Services include program outreach and public information; applicant eligibility and income reviews; application and lender-document processing; property eligibility review; lottery support; homebuyer education tracking; loan approval coordination; escrow, closing, and funding coordination; and program reporting, recordkeeping, and post-purchase compliance monitoring. The consultant will also help refine program guidelines, forms, procedures, and other implementation materials. Optional pre-application intake and preliminary eligibility review may be authorized separately. The anticipated agreement is for 18 months or until Cycle 1 funding is fully expended, whichever comes first; continuation into the second and third years is subject to funding, City approval, satisfactory performance, and the agreement terms. Consultant compensation and City staff costs are capped at 20% of the $1.09 million Cycle 1 allocation. The RFQ requests a letter of interest, personnel information, experience and references for at least two and no more than four similar programs, an administration approach, technology and recordkeeping information, and an estimated schedule. Submit one unbound hard copy and one electronic copy on a flash drive.
