Description
The City of Norfolk is soliciting an as-needed, turnkey contract for painting and related services at municipal buildings, facilities, and infrastructure, including offices, recreation centers, public restrooms, tennis courts, and street furniture. The scope includes surface preparation and minor repairs, wall-covering removal and installation, interior and exterior painting, pressure cleaning, caulking, priming, coating, and related work. The contractor must provide all labor, materials, tools, equipment, scheduling, waste disposal, and incidental services, including ladders, sprayers, pressure washers, scaffolding, and lift equipment. The contractor must maintain a Virginia Department of Professional and Occupational Regulation Class A or B license, comply with applicable safety and environmental requirements, and provide employee identification badges and any required facility security procedures. Work orders will be issued as needed; the contractor must respond within 48 hours, inspect each site, and submit a cost proposal and schedule. Subcontracting requires case-by-case City approval. The resulting agreement has a five-year term and requires commercial general liability, workers' compensation, automobile liability, and professional/errors-and-omissions insurance.
