Description
The City of Lewiston is soliciting a contractor to perform lead abatement and related rehabilitation at 6 Davis Street, including three residential apartments. The work includes complete or partial removal of lead-based paint hazards, encapsulation, enclosure, HEPA cleaning, replacement of windows and doors, foundation encapsulation, installation of handrails, and other incidental repairs identified in the design specifications. The contractor must provide labor, materials, tools, equipment, permits, qualified and appropriately licensed personnel, lead-safe work practices, required notifications, clearance-related cleaning, and a final abatement report. The proposal must include a completed Proposal Form, pricing for each bid item, a statement of qualifications, personnel and licensing information, subcontractor qualifications if applicable, an anticipated start and completion schedule, and a certificate of insurance. Work is subject to Maine lead-management requirements, EPA Renovation, Repair and Painting requirements, HUD requirements, applicable building codes, Davis-Bacon requirements, and other federal conditions. A mandatory onsite pre-bid meeting is scheduled for October 6, 2026, and proposals are due October 13, 2026, at 2:00 p.m.
