Maine State Housing Authority (MaineHousing) is issuing a Request for Proposals (RFP) to contract with experienced and qualified vendors to provide fair hearing officer services. The vendor will conduct administrative hearings for MaineHousing's rental assistance programs under Section 8 of the United States Housing Act of 1937, the Stability Through Engagement Program (STEP), and the Home Energy Assistance Program (HEAP). Responsibilities include communicating with MaineHousing staff regarding scheduling and exhibits, conducting hearings in accordance with the Maine Administrative Procedures Act and applicable federal regulations, preparing recommended decisions, handling sensitive information in compliance with privacy regulations, tracking work for invoicing, and maintaining required skills. Vendors must have a Juris Doctor degree, experience conducting trials or fair hearings, and proficiency with relevant software. The initial contract term is one year, with options to extend up to a total of five years.
