Description
The New York City Department of Environmental Protection seeks a consultant to provide standby investigative services for employee environmental, health, and safety concerns; accidents, incidents, near misses, injuries, releases, and other hazardous conditions; and workplace violence complaints. The consultant must determine contributing factors and root causes, support corrective-action development, conduct interviews and records reviews, provide periodic updates, and prepare written investigatory reports. Additional technical and laboratory expertise may be required, including certified safety professionals, certified industrial hygienists, metallurgists, chemists, mechanical, process safety, chemical, environmental, and civil engineers, fire investigators, and forensic engineers. The contract is for 36 months, with no renewal option, and has a maximum contract amount of $300,000. Proposers must self-perform at least 51% of the work. The technical proposal requires relevant project experience, organizational capacity, key-personnel resumes, an organizational chart and staffing schedule, and a technical approach addressing project delivery, risks, and the firm's EHS program. The price proposal must use the provided Excel format and include task-based labor, hours, salary rates, overhead rates, profit, and other direct costs. A New York State professional engineering license is required for applicable key personnel, and the proposal must include the firm's New York State Certificate of Authorization to provide professional engineering services.
