Description
The City of New York Department of Homeless Services is seeking qualified nonprofit organizations to operate borough-based transitional shelters and overnight facilities for homeless adult families. Contractors will provide temporary lodging, intake and assessment, case management, supportive health and social services, referrals, employment assistance, housing search and placement, food services, security, facility maintenance, data reporting, and building management. Overnight facilities must provide lodging to adult families applying for shelter during intake-facility hours of 10:00 p.m. to 10:00 a.m., 24 hours per day, seven days per week. The open-ended RFP states that contracts will generally have a five-year term with a four-year renewal option, subject to DHS adjustment and potentially longer engagements tied to an underlying lease or funding agreement. Funding is to be determined as needed, with startup funding negotiated. Vendors must create a PASSPort account and be prequalified before submitting proposals through the PASSPort Procurement Tab. The solicitation package includes the RFP, Addendum 4, DHS Client Responsibility Requirements, and the Proposal Budget Summary Template.
