Description
The Sacramento Housing and Redevelopment Agency seeks a qualified actuarial firm to support its retiree medical and dental Other Post-Employment Benefits program. The scope includes actuarial valuations as of December 31, 2025, December 31, 2027, and December 31, 2029; measurement of explicit and implicit subsidy liabilities; development of actuarially determined contributions for four designated fund groups and the Agency as a whole; data review and validation; assumption and method analysis; and reconciliation of changes in liabilities. The consultant must provide GASB 75 reporting support for fiscal years ending December 31, 2026 through December 31, 2030, including explicit-subsidy, implicit-subsidy, and combined reports, supporting schedules, sensitivity disclosures, audit support, presentations, and consultation with Agency staff, management, the governing Board, and the independent auditor. Proposers must demonstrate relevant public-sector OPEB experience, at least five years of similar work for local governmental agencies of comparable size, qualified actuarial credentials, three similar local-government references, and the ability to provide the required technical proposal and detailed pricing proposal. The contract is for one year with up to four additional periods, for a maximum total term of five years; subcontracting is generally prohibited.
