Description

The Department of Veterans Affairs is soliciting a firm-fixed-price construction contract to replace Boilers 4 and 5 at Building 112, the Boiler House, of the Clement J. Zablocki VA Medical Center. The base bid requires demolition and removal of both existing boilers and installation of one new 600-horsepower firetube boiler, including associated fuel-oil and natural-gas piping, steam and feedwater systems, economizer, combustion-air systems, electrical distribution, controls, commissioning, testing, and restoration work. The basis of design is a Cleaver-Brooks CBLE-200-600-250ST boiler, with Whesco boiler-controls integration, hardware, software, programming, testing, and licensing identified as sole-source items. An alternate deduct permits removal of only Boiler 5 while retaining Boiler 4 as a backup. The project must be completed within 455 calendar days after receipt of the Notice to Proceed, including preconstruction, construction, and post-substantial-completion activities. The procurement is a 100% set-aside for certified Service-Disabled Veteran-Owned Small Business firms. Bidders must submit current SAM and SBA Small Business Search registration proof, the required limitations-on-subcontracting certification, a bid bond, and the specified safety, environmental, and experience-modification-rate information. The work will occur in an occupied hospital and requires coordination of phasing, infection control, security, utility interruptions, deliveries, commissioning, and training.
