Description
Milwaukee County, acting through the County Treasurer, is soliciting proposals from one or more investment managers to provide non-discretionary investment advisory and management services for a portion of the County's operating and capital funds, excluding pension assets. The County's investment portfolio is approximately $260 million and consists primarily of U.S. Treasury and federal agency or government-sponsored enterprise securities, municipal bonds, repurchase agreements, and highly rated corporate securities. Services include managing investments and daily cash, supporting portfolio compliance with County policies and Wisconsin law, establishing benchmarks, reviewing performance, providing monthly, quarterly, and annual reports, and attending periodic Treasury Office and County Board committee meetings. The County will be notified of proposed transactions and may reject them within an agreed period. The anticipated initial agreement runs from August 1, 2027, through July 31, 2030, with two optional one-year renewal terms. Proposals must address firm experience and personnel, assets under management, investment-management approach and resources, reporting, customer service, references, and cost. The award is conditioned on good-faith efforts toward an 8% Targeted Business Enterprise goal. The solicitation requires a technical proposal, cost proposal, specified County forms and certifications, Tables AA and BB, and submission through the Bonfire portal.
