Description

Milwaukee Public Schools seeks a qualified firm to provide contingent, contract-to-hire, and direct-hire staffing services for non-executive classified and certificated positions, including secretaries, food service assistants, paraprofessionals, substitute teachers, and children's health assistants. The contractor will recruit and maintain a diverse talent pool, provide training and professional development, remain employer of record for contingent and contract-to-hire personnel, coordinate placements, support contract-to-hire transitions, and assist with assessments and recruitment plans for hard-to-fill positions. The contractor must manage dispatching through Frontline Absence Management, support schools and temporary workers, provide qualified and licensed personnel to achieve a 100% fill rate, and conduct required physical, drug, tuberculosis, and criminal-background screening. Temporary workers must perform services in person at district locations. The estimated 2026 contract volume is 388,900 hours across the listed positions. The anticipated contract period is three years, from February 1, 2027, through January 31, 2030. MPS anticipates a single-vendor award but may award multiple contracts. The proposal must address weekly billing, staffing transition, team qualifications, recruitment and service-delivery approach, financial support, and required Contract Compliance Services commitments. The response must include a 5% HUB participation commitment per 12-month term, 600 student-employment hours per 12-month term, and 10 career-education hours per 12-month term.
