SANDSTONE REQUEST FOR INFORMATIONThe Sandstone Economic Development Authority (SEDA) is issuing this Request for Information (RFI) to seek information and inquiries from potential developers interested in providing Public Private Partnership services for a freight rail development opportunity (likely a Transload Facility) on a roughly 75-acre site owned by the SEDA. The purpose of this RFI is for the SEDA to evaluate the interest of developers in the potential development of the site at the south end of Sandstone Business Park through which there are BNSF mainline tracks. Based on the information received and the SEDA's evaluation of it, a Preferred Developer will be selected to implement the development of the rail-adjacent site. The selected Preferred Developer and the SEDA will enter into a Preliminary Development Agreement, which will guide the Developer/SEDA partnership during the process of preparing a site development plan. The Preferred Developer will work collaboratively with SEDA, the City, and the public. It is anticipated that the Preferred Developer and the SEDA will ultimately enter into a Development Agreement, which will guide the Developer/SEDA partnership during the site development process. Description

The City of Medina is seeking a qualified consultant team to prepare its 2030–2050 Comprehensive Plan Update. The consultant will lead an extensive, inclusive, multi-format public engagement process; coordinate with residents, stakeholders, city staff, and a steering committee; review demographic, housing, employment, land use, market, parks, trails, and related data; and prepare the plan in compliance with Minnesota Statutes and Metropolitan Council requirements. The scope includes project management, approximately 12 public meetings, a broad community survey, at least two community events, online engagement resources, required plan chapters, a small area plan for the Highway 55/Tamarack area, engagement and visioning for City-owned land near Willow Drive and Chippewa Road, GIS-compatible maps and shapefiles, ADA-compliance documents, and an accessible online draft plan. The consultant will coordinate with the City's engineering firm, which will prepare the Local Surface Water Management, Water Supply, Wastewater, and Transportation chapters. The City has budgeted $200,000 for the overall comprehensive plan work, including those chapters. Proposals must include a cover letter, firm description, team qualifications, relevant experience, at least three references, project approach, community engagement approach, schedule, cost proposal, and a statement that the proposal will remain valid for at least 120 days.
