Description
The City of Golden Valley is seeking a consultant team to lead and deliver a full update to its 2050 Comprehensive Plan. The work must build on the City's existing 2040 Comprehensive Plan and related studies, policies, and community feedback, while addressing land use, housing, economic development, transportation and bicycle/pedestrian planning, water resources, parks and trails, natural systems, climate, redevelopment, historic preservation, and implementation. The plan must comply with Metropolitan Council requirements and be data-driven, visionary, implementable, accessible, and consistent with City branding. The consultant will provide project management; existing-conditions and data analysis; GIS and Census analysis; community engagement and equity-focused outreach; vision and goal setting; plan development and finalization; document design; maps and GIS data; an implementation plan or matrix; and support through Metropolitan Council review and City approval. Required engagement may include open houses, pop-up events, website updates, postcards, surveys, social media, and coordination with City boards, commissions, staff, elected officials, regional partners, and other stakeholders. Proposals must include a cover letter, scope of work and timeline, fee schedule, and three relevant references, and may not exceed 20 pages.
