Description
The U.S. Army Corps of Engineers is seeking capable businesses to fabricate and deliver two complete sets of 16 steel stoplogs for the Soo Locks. Each set includes seven standard stoplogs and one filling stoplog with butterfly-valve assemblies. The stoplogs are approximately 115.7 feet long, 4.7 feet tall, and taper from 4.7 to 8.7 feet in depth; one complete set weighs approximately 751,200 pounds. Components include ASTM A709 Grade HPS 70W F3 steel plate girders, lifting lugs, guide and bearing blocks, ladder assemblies, rubber seals, and, for filling stoplogs, 14-inch butterfly valves, connecting pipes, and operator handles. The work requires an AISC 207-23 Advanced Bridge, Intermediate Bridge, or Advanced Hydraulic Fabricator with a Fracture Control Endorsement. Fabrication must comply with AWS D1.5-2025, including visual inspection and 100% nondestructive weld testing. Stoplogs must receive the 5-E-Z gray vinyl paint system from an SSPC QP3-certified fabricator and be delivered by barge or ship. The anticipated period of performance is Winter 2027 through Fall 2029, with eight stoplogs due by Fall 2028 and the remaining eight by Fall 2029.
