The State of Indiana, through the Indiana Department of Administration on behalf of the Family and Social Services Administration's Office of Medicaid Policy and Planning, is seeking one or more managed care organizations to provide statewide managed care services for Indiana PathWays for Aging, Hoosier Care Connect, Hoosier Healthwise, and the Healthy Indiana Plan. The programs collectively serve approximately 1.5 million beneficiaries and cover populations including children, low-income adults, pregnant women, foster children and high-risk youth, aged, blind, and disabled individuals, dual-eligible individuals, and people receiving managed long-term services and supports. Eligible respondents must currently provide managed care organization services for at least one state government and have at least five years of such experience. Before the contract effective date, each respondent must be an Indiana-licensed health maintenance organization and must demonstrate financial stability, including the ability to maintain a risk-based capital ratio of at least 300%. For the PathWays program, awarded respondents must obtain annual CMS approval and execute a State Medicaid Agency Contract to operate a dual-eligible special needs plan. The solicitation requires an executive summary, business proposal, technical proposal, attestation form, infrastructure overview, artificial-intelligence technical proposal responses, and specified attachments and templates. The contract term is four years from execution, with two optional one-year renewals.
