Description
Charlotte Water is seeking Statements of Qualifications from qualified engineering firms to provide professional engineering and program coordination services for its Water Treatment Plant Rehab and Upgrades Program. The work supports three conventional water treatment plants and a remote raw water pumping station, with assignments covering program planning and forecasting, budget and cash-flow monitoring, schedule development, supplemental project management, procurement support, and coordination of rehabilitation, construction, feasibility, maintenance, and equipment-related subprojects. The selected firm may provide a team of no more than five licensed professional engineers, including a project manager and backup project manager; the backup project manager counts toward the five-person limit. Other roles shown in the organizational chart are examples and do not require backup personnel. The project manager is initially anticipated to be available 25% of the time, potentially increasing to 30–50% depending on assigned tasks and coordination decisions. Services are assigned through individually negotiated task orders on a not-to-exceed basis, with no guaranteed utilization. The firm must be able to arrive at project meetings within two hours of notice. The SOQ is limited to 15 pages, excluding covers, dividers, and required forms, and must include a cover letter, project team information, three similar project examples completed within the past five years, and the firm's approach. Required portal submissions include the CBI Participation Plan, E-Verify Certification, Debarment Certification, and Byrd Anti-Lobbying Certification. Proposers must acknowledge Addendum No. 1; failure to do so may result in the proposal not being considered.
