Description
Broome County is seeking an independent consulting firm for its self-insured medical and prescription health benefits program. The consultant will evaluate current plans, identify alternative benefit designs and cost efficiencies, redesign plan documents, analyze claims and utilization data, benchmark competitiveness, develop annual reports and premium rate equivalents, and recommend cost-management, disease-management, and wellness strategies. The scope also includes compliance support for federal and state requirements, assistance with labor negotiations and employee communications, coordination with legal, actuarial, claims-administration, stop-loss, and financial-reporting consultants, vendor transition and claims issues, procurement support for medical-benefit services, stop-loss premium quotes, third-party administrator audits, eligibility reporting, and member claims assistance. The County intends to contract for three years, with renewal at its sole discretion. Proposals are evaluated on scope capability, qualifications, previous experience and references, and proposed commissions and fees.
