Description
Lea County is soliciting professional consulting services to review, revise, modify, and draft an updated Extraterritorial Zoning Authority (ETZA) ordinance for Lovington and Lea County. The existing ordinance dates from the 1990s, and the resulting contract will remain in effect through project completion. Proposals must demonstrate experience with local government land-use regulations and rules governing ordinances, organizational capacity, and the qualifications and roles of key personnel. The project approach must address the proposer’s understanding of the objectives and challenges, methodology, work plan, milestones, deliverables, meetings, draft submissions, review periods, and schedule through final delivery. The proposal must include a transmittal letter, qualifications and firm experience, project understanding and approach, and specified disclosures, certifications, and confirmations. Cost is to be negotiated after selection and should not be included with the technical proposal.
