The Confederated Tribes of the Colville Reservation Early Childhood Education/Head Start program is soliciting an all-or-none prime vendor for regular weekly delivery of bulk food and supply products to four Head Start sites: Omak, Inchelium, Nespelem, and Keller. The scope includes dry, chilled, frozen, meat, USDA Foods, and other nutrition-service products; product pricing and packaging information; order guides; proof of delivery; shortage and credit documentation; rebates and discounts; and support for additional non-RFP items and will-call orders. The vendor must provide suitable warehouse and delivery capabilities, including temperature-controlled transportation, compliant food handling and packaging, frozen and chilled storage, coordinated deliveries, secure after-hours access procedures, trained and bondable drivers, and product nutrition or Child Nutrition labeling documentation before shipment. The proposal must include a signed proposal form, transmittal letter, table of contents, firm and staff qualifications, resumes, approach and methodology, references, cost proposal, applicable Indian enrollment and TERO certification documentation, federal debarment certification, and a sales representative resume. A $10,000 certified check, cashier’s check, or bid bond is required with the proposal. The initial contract term is September 1, 2025, through August 31, 2026, with up to four one-year renewals.
