Description
The Kentucky Department of Revenue is soliciting actuarial services to create and update an Excel-based calculator for determining inheritance-tax values for multiple-life estate interests. The calculator must address specified two-, three-, and four-life survivorship and joint-survivorship scenarios and use current National Center for Health Statistics life-expectancy data as prescribed by Kentucky regulation. The technical proposal must describe relevant government actuarial experience, technical knowledge, assigned staff qualifications, education, licenses, certifications, continuing education, and prior performance with Kentucky state agencies. The cost proposal must use the provided Cost Summary Form and identify activities and hourly fees for actuary services and clerical support. The initial contract is anticipated to run from November 15, 2026, through June 30, 2028, with up to two additional two-year renewal periods.
