Description
The Lexington-Fayette Urban County Airport Board is soliciting proposals from qualified underwriting firms for inclusion in an underwriting pool supporting multiple series of General Airport Revenue Bonds. Anticipated financings include approximately $140 million in 2027 for a hangar, road improvements, rental car facility, and terminal improvements, and approximately $260 million to $310 million in 2028 for initial terminal renovation and expansion phases and refinancing of outstanding borrowings. The Board may also refund outstanding bonds to reduce interest expense. Services include assessing financing alternatives; structuring bond issues; assisting with legal documentation and disclosure materials; supporting credit ratings or enhancements; preparing pre-pricing market information; negotiating pricing; developing marketing, order-priority, and allotment procedures; coordinating syndicate activity; and preparing post-sale analyses. Selected firms will work with the Board's financial advisor, bond counsel, airport counsel, and other working-group members. Proposals are limited to 15 pages, excluding the cover letter and appendices, and must address firm qualifications, assigned personnel, marketing strategy, syndicate structure, underwriting spread, conflicts, and regulatory or litigation history. The underwriting pool term may be up to five years, with no compensation unless the Board completes a transaction.
