Description
Rio Blanco County seeks a qualified attorney or law firm to serve as general county counsel for the Board of County Commissioners, elected officials, departments, boards, and authorized employees. Services include legal advice on civil, statutory, regulatory, administrative, personnel, procurement, risk-management, land-use, zoning, property, governance, and legislative matters; drafting and reviewing contracts, leases, grants, resolutions, ordinances, policies, and intergovernmental agreements; and coordination with special counsel, insurers, experts, and other professionals. The attorney will represent the County in litigation, administrative proceedings, appeals, claims, and threatened matters; support Colorado Open Records Act requests through record review, privilege and exemption analysis, redactions, and production assistance; and advise on public meetings, ethics, conflicts, open-meetings requirements, and executive sessions. Attendance at least one regular Board of County Commissioners meeting per month must be in person, with additional in-person or virtual meetings as requested. Minimum qualifications include an active Colorado law license, at least five years of public-sector or local-government law experience, demonstrated board-advisory experience, and availability for timely counsel. The initial term is one year with annual renewal options.
