Description
The Brownsville Navigation District is soliciting proposals from qualified public accounting firms to perform annual audits for the District and its Retirement Plan for Employees for fiscal years ending December 31, 2026, 2027, and 2028. The scope includes audits of the District's financial statements and Annual Comprehensive Financial Report, the retirement plan's stand-alone financial statements, required supplementary information, applicable federal and state grant compliance work, and Single Audit services if required. Work must follow applicable GAAS, GAAP, GASB, Government Auditing Standards, Uniform Guidance, and related Texas requirements. The selected firm will provide technical accounting support, assist with GFOA reporting comments, maintain audit work papers, support remote audit work using secure technology, and present results to the Board of Commissioners. The engagement requires Texas licensure for the CPA performing the District's audit, including proposed subcontractors, and proposals must address qualifications, comparable clients and references, audit approach, staffing, schedule, subcontractors, pricing, licensing, independence, insurance, and required disclosures and forms. The engagement is structured as three annual audit engagements, with draft reports due by April 15, final reports by May 31, and assistance with GFOA submission by June 30 each year.
