Description
The Town of Seymour and Bungay Elementary School Building Committee are soliciting qualifications and proposals from professional firms to serve as the independent commissioning agent for a new approximately 71,673-square-foot elementary school and associated grounds, followed by demolition of the existing school building. The project has an approximately $56,346,000 total project budget, including approximately $44,465,080 in construction costs, and is expected to be partially funded through a Connecticut school building project priority-list grant. The selected commissioning agent will support design and preconstruction, procurement and construction, pre-occupancy, and occupancy/post-occupancy phases. Services include developing owner requirements, commissioning plans and specifications, design reviews, submittal reviews, site observations, pre-functional checklists, functional testing, deficiency tracking, systems-manual and training reviews, building-envelope testing, commissioning reports, and post-occupancy energy-use analysis. Systems include HVAC and refrigeration, building automation and controls, electrical and emergency power, plumbing and domestic hot water, lighting controls, renewable energy, life safety, security, communications, indoor air quality, and building-envelope assemblies. The proposer must demonstrate relevant Connecticut public-school commissioning experience, including at least three similar completed projects within the past ten years, and the lead commissioning professional must hold a Certified Commissioning Professional certification or an equivalent certification from the Association of Energy Engineers.
