The Air Force Research Laboratory (AFRL) is soliciting white papers under this Advanced Research Announcement (ARA) to research, design, develop, implement, and refine next-generation offensive cyberspace operations (OCO) alternate access cyber capabilities. These capabilities are intended to support Long Range Kill Chains (LRKC) and will be employed by United States Special Operations Command (USSOCOM) units and special operations supporting organizations. The goal is to advance the nation's ability to prepare and fight wars in contested and/or disconnected adversarial environments, as well as to build enduring advantages in cyberspace. Areas of interest include state-of-the-art OCO alternate access capabilities, cyber platforms and weaponry, command and control, effects-based capabilities, predictive analysis, cross-domain capabilities, intelligence gathering and processing, stealth delivery, stealth and persistence, and planning utilities. The ARA is open until 30 June 2031, with multiple awards anticipated. Total funding is approximately $999M, with individual awards normally ranging from $10M to $50M and not exceeding $99.99M. Awards may be in the form of FAR-based procurement contracts or Other Transactions (OTs).
