Description

The School District of Springfield R-12 is soliciting competitive online bids for environmentally responsible collection, transportation, recycling, recovery, reuse, processing, and disposal of lamps, light bulbs, and related lamp materials. Covered materials include fluorescent, compact fluorescent, HID, incandescent, halogen, xenon, LED, projector, mercury-containing, arc, broken, and other accepted lamps and bulbs; electronic equipment and other electronic waste are excluded unless specifically authorized. The contractor must provide labor, vehicles, equipment, containers, packaging, loading, transportation, processing, and disposal resources; comply with applicable federal, Missouri, county, and local requirements; maintain a properly licensed and equipped facility within the District's service area; and provide pickups on an as-needed basis without minimum quantity requirements. The District anticipates approximately one to two scheduled pickups per month but guarantees no minimum usage. Pricing is firm and fixed, primarily per bulb or per pound, with a separate pickup fee capped at $25 per pickup. Bidders must demonstrate at least two years of similar experience, trained personnel, appropriate facilities and equipment, and the ability to operate within 20 business days of award. Required responses include service descriptions, company information and experience, organizational references, workforce size, local-government experience, business hours, representative contact information, an emergency plan, pricing, required certifications, and compliance forms. The contractor may not subcontract without prior written District approval. Required insurance includes general liability, automobile liability, workers' compensation, employers' liability, and contractors pollution liability. Responses must be submitted through the District's electronic bidding system; emailed and faxed submissions are not accepted.
