Description
The City of Springfield is soliciting proposals from qualified private developers to deliver one or both of two turnkey renewable natural gas projects: the Noble Hill Sanitary Landfill project, which will upgrade landfill gas, and the Southwest Wastewater Treatment Plant project, which will upgrade digester gas. The selected developer(s) will provide planning, permitting, engineering, financing, procurement, construction, commissioning, operation, maintenance, reporting, marketing, and monetization at the developer's cost and risk. Facilities must produce pipeline-quality RNG, with delivery through a utility interconnection or an alternative strategy that may include a virtual pipeline using tube trailers or tankers. Developers may propose a landfill project, a wastewater-treatment project, or an integrated two-site proposal, and the City may award the sites separately or jointly. Proposals must address the technical approach, upgrading technology, site layouts, utility integration, virtual-pipeline logistics where applicable, operations and maintenance, environmental permitting, commercial structure, royalty and performance guarantees, economic pro forma, schedule, qualifications, financial capacity, and a proposed developer agreement. The proposal package must be submitted in searchable PDF format by email and accompanied by three bound hard copies. The RFP requires completion of the listed proposal forms and certifications, including site selection, interconnect and offtake strategy, royalty proposal, performance guarantee, project schedule, exceptions and clarifications, qualifications, conflict-of-interest, statutory compliance, work-authorization, and compliance/disclosure certifications. The City anticipates a developer agreement term of at least 15 years, with 20 to 25 years preferred.
