The City of Springfield is soliciting bids for construction of approximately 433 feet of 10-foot-wide concrete sidewalk, access connections, and a reinforced-concrete low-water pedestrian and bicycle crossing at Lost Hill Park. The work includes excavation, grading, aggregate base, concrete sidewalk, reinforcing steel, Class B-1 concrete, erosion and sediment controls, traffic-control devices, seeding and mulching, riprap, utility coordination, and related incidental work. Plans identify an approximately 46.5-foot-wide by 18.5-foot-long, five-cell reinforced-concrete crossing and a 10-foot-wide shared-use trail connection. The project is federally funded through the Transportation Alternatives Program and must comply with Missouri and federal highway specifications, ADA requirements, prevailing-wage and Davis-Bacon requirements, DBE participation and bidders-list reporting, Buy America requirements, environmental permits and clearances, and FHWA contract provisions. Bidders must submit the required City forms, qualifications and experience information, Work Authorization Affidavit and E-Verify documentation, DBE materials, addenda acknowledgments, and a bid bond. The successful contractor must provide performance and labor-and-material payment bonds, insurance, and other post-award documentation. The contractor must achieve substantial completion within 180 calendar days after the Notice to Proceed and final completion within 30 additional calendar days.
