Description
The City of Springfield is seeking a qualified consultant to conduct comprehensive mental health and substance-use asset mapping. The work includes identifying and documenting relevant services and programs; mapping geographic distribution and accessibility; assessing staffing and service capacity; identifying gaps, overlaps, and underserved populations; and providing recommendations for improvement and collaboration. The consultant must conduct project planning, stakeholder interviews, focus groups and/or surveys, data and resource review, service inventory development, and GIS or visual-dashboard mapping. Required deliverables may include a work plan and timeline, draft and final editable and PDF asset maps, draft and final written reports, a stakeholder-engagement summary, and a final presentation to City leadership or community stakeholders. The proposal must include the firm's approach, timeline, personnel and consultant information, references and experience, task and personnel breakdown, fee schedule, direct expenses, and total cost. The stated project funding is $350,000, and the anticipated project timeline is 18 months.
