Description
The City of Springfield is soliciting bids from qualified firms to provide repair, maintenance, testing, inspection, adjustment, and related service work for three Hurst boilers at the Southwest Wastewater Treatment Plant. The scope includes emergency and general service; combustion testing and tuning for fuel oil, natural gas, and biogas; controls and electrical work; safety-device testing; gas-train troubleshooting; feedwater-component work; tube and tube-sheet repair or replacement; piping, insulation, and valve work; boiler-component wiring; and R-stamp welding and inspections. Contractors must have Hurst factory-trained repair staff, appropriate calibration equipment, routine repair parts, R-stamp-certified welding capability, and sufficient journeyman staff to meet the stated response requirements. Emergency service requires a technician to be onsite within two hours of notification, while general maintenance work generally requires an onsite response within 48 hours. Bidders must submit the specified electronic bid forms and qualifications materials through Euna OpenBids. The contract is for one year, with four additional one-year renewal options. Performance and labor-and-material payment bonds, insurance, and other post-award documents are required before contract issuance rather than with the bid.
