Description
The South Dakota Department of the Military, on behalf of the South Dakota Army National Guard, is seeking professional Emergency Management Program Coordinator services. The contractor will provide subject-matter expertise and guidance for developing, implementing, and sustaining an all-hazards emergency management program supporting Guard facilities statewide. Core responsibilities include emergency planning and response coordination, interoperability of military and civilian emergency communications, risk and vulnerability assessments, training and exercises, working-group facilitation, community preparedness, program evaluation, and grant-related funding support. Required deliverables include emergency management and response plans, hazard vulnerability assessments, training records, exercise documentation, corrective action plans, biannual program status reports, and after-action reports. The proposed EMPC must have a master's degree in Homeland Security and Emergency Management, demonstrated experience in emergency operations and multi-agency coordination, and eligibility for a Secret security clearance. The contract is expected to begin around December 1, 2026, run through November 30, 2031, and include up to four one-year options; the state will negotiate compensation with the highest-ranked offeror.
