Description
This sources-sought notice seeks capability information from vendors able to provide all management, labor, equipment, transportation, supplies, cleaning, pumping, maintenance, testing, and disposal services for grease traps, sand traps, and oil-water separators at Ellsworth Air Force Base. Work includes removing and disposing of solid waste, liquids, oil, grease, and debris; dewatering collected material; maintaining unobstructed traps and separator piping; and performing emergency service calls with a required six-hour response after acceptance of an emergency call. The contractor must test waste for hazardous characteristics, including applicable TCLP metals, TCLP benzene or volatile organic compounds, total petroleum hydrocarbons, and paint-filter testing, and dispose of material at an approved landfill when nonhazardous or deliver hazardous material to the installation’s hazardous-waste facility. The contractor must comply with confined-space, hazardous-material, spill-response, environmental, and safety requirements; provide service tickets, disposal weight tickets, test results, and defect reports; and coordinate certain industrial separator work with installation personnel. The notice requests a capabilities package rather than pricing or a proposal, including company information, socioeconomic status, intent to bid as the primary vendor, teaming information if applicable, recent government contracts, and distinguishing capabilities.
