Description
Candler County is soliciting proposals for standby disaster debris removal and monitoring/grant management services, to be activated on an as-needed basis following disasters. This solicitation may result in two separate contract awards: Contract A for Disaster Debris Removal Services and Contract B for Disaster Debris Monitoring & Grant Management Services. Proposers have the option to submit for one or both contracts. Key services include emergency debris clearance, removal, hauling, reduction, disposal, waterway clearing, and restoration of damaged roadways or culverts. For monitoring and grant management, services encompass field monitoring, automated debris tracking, load ticket validation, reporting, GIS support, invoice reconciliation, FEMA project worksheet development, and grant reimbursement support. The initial contract term is from July 1, 2026, to June 30, 2027, with four optional one-year renewals, not to exceed five total years. Contractors must demonstrate experience with FEMA-funded debris operations, possess adequate staffing and equipment, have financial capacity, and hold required licenses and certifications. Upon issuance of a Work Order, a 100% Performance Bond and a 100% Payment Bond will be required, issued by a surety licensed in Georgia and rated A+ or better by A.M. Best. Contractors must also comply with the Georgia Security & Immigration Compliance Act by submitting an E-Verify Affidavit. Insurance requirements include Workers' Compensation, Commercial General Liability ($1M/$2M), Auto Liability ($1M/$2M/$250k property damage), and Professional Liability ($500k minimum) for the monitoring contractor, with Candler County listed as Additional Insured.
