Description
The Liberty County Board of Commissioners is soliciting proposals for a comprehensive assessment of its existing detention facility. This project aims to evaluate jail facility conditions, operational effectiveness, capacity, security systems, and compliance with applicable standards. The assessment will inform future capital planning decisions, including potential renovation, expansion, or replacement of the facility. The scope of services includes a facility and infrastructure assessment (structural systems, MEP, HVAC, life safety, ADA compliance), security systems evaluation (perimeter security, access control, surveillance, detention-grade locking systems), operational assessment (intake, booking, housing, staffing, medical, food service, visitation), capacity and population analysis, and a review of compliance with Georgia jail standards and federal regulations (including PREA). The successful proposer will be responsible for delivering a final report with prioritized recommendations, an opinion of probable costs, and a presentation to the Liberty County Board of Commissioners. Proposals are due by 2:00 PM EST on July 30, 2026.
