Description
The U.S. Department of Transportation, through the John A. Volpe National Transportation Systems Center, is seeking services for remedial action at three Federal Aviation Administration (FAA) facilities. These facilities, located in Birmingham, AL; New Cumberland, PA; and Chantilly, VA, require remediation of soil contaminated with lead and total petroleum hydrocarbons (TPH). The contractor will be responsible for preparing and submitting a Remediation and Restoration Work Plan, which will detail the technical approach for soil remediation, disposal, and site restoration. This includes identifying disposal facilities, obtaining necessary permits, and developing a Site Safety and Health Plan (SSHP) and a Risk Management Plan. The government will perform all confirmatory sampling. The scope of work involves addressing specific contamination levels found at each site. In Birmingham, AL, TPH-diesel and oil range organics exceed cleanup levels. In New Cumberland, PA, lead concentrations in soil exceed the FAA action level. In Chantilly, VA, a TPH exceedance was found in surface soil. The project requires the contractor to prepare a draft and final work plan, with a 5-business day review period for the draft plan. The period of performance is from the notice to proceed through September 15, 2026.
